NHTSA Service Bulletins Database.
Type in "Mazda", "RX7" and your year, and you get the list of TSBs.

Date: Thu, 23 Apr 1998 06:59:50 -0700 I have used the AllData CD and found it to be very accurate and
helpful. Not only does it explain the TSB's for the Rx7 in detail, but
it also includes printable diagrams. Now, the local library here in St.
Louis actually has the set of AllData CD's to use, so I did not have to
buy it. You might want to check with your library before deciding to
buy it.
Date: Mon, 27 Apr 1998 12:26:23 EDT Factory recalls must be serviced by Mazda or an authorized Mazda shop. Factory
recalls are announced for the safety of the occupants in the automobile and,
therefore, require the manufacturer to service the vehicle regardless of who
now owns the car.
TSBs are basically notifications that something is defective with the car but
does not adversely (or negligently, affect the occupants of the vehicle.
Therefore, the manufacturer is not required to service the vehicle free of
charge. However, depending on the part affected, warranties can possibly make
the manufacturer repair the defect. Also, some dealerships will perform the
TSB (usually for their customers) which usually only provides a benefit to new
car buyers.
Also, if the factory recall or TSB has been performed at your expense then it
may be difficult to get a refund. However, if it was a factory recall I would
try to get Mazda to reimburse you for the expense. Good Luck.
